Finance Minister Khanal Forms Revenue Advisory Committee for Upcoming Budget Preparation

Kathmandu: Finance Minister Rameshwar Khanal has formed a Revenue Advisory Committee to support the preparation of the national budget for the upcoming fiscal year 2083/84 (2026/27). The Ministry of Finance established the committee to provide policy recommendations on revenue management, tax reforms, and overall fiscal improvement. According to a decision made on Magh 28, the committee is chaired by the Revenue Secretary of the Ministry of Finance and includes representatives from Tribhuvan University’s Central Department of Economics, a Joint Secretary from the Ministry of Industry, Commerce and Supplies, an Executive Director from Nepal Rastra Bank, and two experts nominated by the ministry — an economist and a tax specialist. Representatives from major private sector organizations have also been included as members.

The committee will recommend policy and legal reforms related to internal taxes such as income tax, value added tax (VAT), excise duty, digital service tax, and e-commerce taxation. Its scope also includes reviewing tax rates, simplifying procedures, strengthening revenue administration, revising customs duties, facilitating trade, controlling revenue leakage, and addressing economic crimes. Nine sub-committees have been formed to study sectoral issues covering agriculture, energy, tourism, industry, banking and financial institutions, insurance, cooperatives, capital markets, and real estate. The sub-committees are required to submit their reports by the end of Chaitra 2082, while the main committee will present the final recommendations to the Finance Minister by the end of Baisakh 2083. The committee has also invited suggestions from government agencies, the private sector, academia, stakeholders, and the general public.
