In the policy and program speech for the fiscal year 2082/83 delivered in the joint session of the Federal Parliament on Friday, President Ram Chandra Paudel announced the establishment of an Asset Management Company. “The government will establish an asset management company to manage non-banking assets and bad loans of banks and financial institutions,” President Paudel stated during the announcement. Although the issue has been mentioned in previous budgets and policies, it had not been effectively implemented. This time, the inclusion of this initiative in the official policy signals a more serious and structured approach. The government believes this move will strengthen the banking system by making it more secure, efficient, and transparent. Fuel Prices Drop : Petrol Down by Rs. 2 per Liter Nepal Oil Corporation (NOC) has reduced the prices of petroleum products, effective from Wednesday night. As per the new rates, petrol has become cheaper by Rs. 2 per liter, diesel and kerosene by Rs. 1 per liter, and domestic aviation fuel by Rs. 4 per liter. The price of international aviation fuel (from Kathmandu) has been reduced by USD 29 per kiloliter. However, for Pokhara and Bhairahawa airports, the international aviation fuel price has been kept at the break-even point, according to the corporation.

In comparison, the revised estimate for FY 2080/81 (2023/24) was NPR 5.7 trillion, while it was NPR 5.36 trillion in FY 2079/80 (2022/23).

NRB Tightens Loan Limit for Hire Purchase Companies on Electric Vehicles Nepal Rastra Bank (NRB) has tightened its policy and regulatory framework for hire purchase companies by amending the Policy and Procedural Arrangement for Granting Approval to Provide Hire Purchase Loans, 2070. Under the new rule, hire purchase companies can now finance only up to 60% of the value of electric vehicles. Previously, through a mid-term review of the monetary policy, NRB had instructed banks and financial institutions to limit financing to 60% for all types of electric vehicles. However, hire purchase companies continued financing up to 80% of the vehicle's value. To plug this loophole, NRB has now legally amended the rule to enforce the same 60% financing cap on hire purchase companies as well.

Problem of Unspent Allocated Budget Due to the failure to spend the allocated budget for the current fiscal year, various government bodies have returned over NPR 5 billion to the Ministry of Finance. Most of the returned amount falls under the capital expenditure category. The Ministry of Energy, Water Resources, and Irrigation returned NPR 2.35 billion, while MCA-Nepal returned about NPR 2 billion. Similarly, the Ministries of Communication, Tourism, Election Commission, and Land Management returned budgets under current expenditure. MCA-Nepal, once again this year, managed to spend only about 58% of its budget. Budget spending failed mainly due to project delays and slow compensation distribution.

According to data from Shrawan to Falgun, the government spent Rs. 14.48 billion in Asoj alone. Following that, Rs. 14.14 billion was spent in Falgun. Increasing Liquidity and Declining Interest Rates The government is set to sell treasury bills worth Rs. 28.10 billion next Tuesday. With liquidity increasing and interest rates falling, the government is prioritizing internal debt operations by issuing three types of treasury bills. According to the Public Debt Management Office, bills will be issued for 91 days, 182 days, and 364 days. Of these, Rs. 13 billion will be renewed for 182 days, and Rs. 2 billion will be renewed for 364 days. For 91 days, Rs. 8.10 billion of old bills will be renewed and an additional Rs. 5 billion of new bills will be issued. Applications can be submitted by Monday.
