The buying and selling rates for major currencies like the US Dollar (NPR 139.77/140.37), Euro, Pound, Swiss Franc, and others have been set. Asian currencies like Japanese Yen, Chinese Yuan, and Saudi Riyal are also updated. Indian Rupee is set at NPR 160 (buying) and NPR 160.15 (selling) per 100 INR. Youth and Small Entrepreneur Fund Reopens Loan Proposal Call for Cooperatives The *Youth and Small Entrepreneur Self-Employment Fund*, initiated by the government to promote self-employment among unemployed youths, has reopened a call for loan proposals. Under the Ministry of Youth and Sports, the fund has invited interested and eligible cooperatives to submit their proposals within 15 days. Cooperatives that had previously borrowed from the fund and have repaid their loans regularly by the end of Ashad 2082 are also eligible to apply again.

Government to Sell Rs. 10 Billion Development Bond Today; Internal Debt Schedule Announced The Public Debt Management Office is auctioning a three-year "Development Bond 2085" worth Rs. 10 billion today (Shrawan 7). The auction will be held from 10 AM to 3 PM, and the bond will be tradable on the Nepal Stock Exchange. The bond offers semi-annual interest payments, is taxable, and can be used as collateral for loans. The government has targeted raising Rs. 362 billion in internal debt this fiscal year. According to the published schedule, Rs. 113 billion will be raised between Shrawan and Asoj, Rs. 85 billion from Kartik to Poush, Rs. 109 billion from Magh to Chaitra, and Rs. 55 billion from Baisakh to Ashad.

Monetary Policy Enforced: Major Changes in Loan Limits, Interest Rates, and Collateral Lending
Nepal Rastra Bank’s monetary policy for the current fiscal year 2082/83 came into effect from Thursday, Shrawan 1. With a circular sent to all banks and financial institutions, the policy has officially been implemented. As per the new provisions, the bank rate has been reduced from 6.5% to 6%, and the repo rate has been lowered from 5% to 4.5%. The interest rate corridor has been set with an upper limit of 6% and a lower limit of 2.75%.

New Fiscal Year Begins: Budget Provisions Effective from Today
The new fiscal year 2082/83 has officially commenced from today, i.e., the 1st of Shrawan. The budget of NPR 1.964 trillion, presented by Deputy Prime Minister and Finance Minister Bishnu Poudel on Jestha 15, has come into effect starting today. The Ministry of Finance has already issued implementation guidelines and circulars to all ministries, departments, and government bodies. According to the budget allocation, NPR 1.18 trillion is earmarked for recurrent expenditure, NPR 407 billion for capital expenditure, and NPR 375.24 billion for financial management. The sources of funding for this budget include NPR 1.315 trillion in revenue, NPR 53 billion in foreign grants, NPR 233 billion in foreign loans, and NPR 362 billion in domestic loans.

Capital Budget 32% Spent in Just 29 Days
The government has once again followed the trend of "Asare Bikash" (end-of-year spending rush), with a massive spike in capital expenditure in the final month of the fiscal year 2081/82. According to the Office of the Financial Comptroller General, capital spending reached NPR 211.35 billion by the 29th of Asar, up from NPR 143.38 billion at the end of Jestha—an increase of NPR 67.96 billion in just one month. Despite this surge, only 59.98% of the total allocated capital budget of NPR 352.35 billion has been spent, indicating failure in achieving the annual target.

The Euro (EUR) is quoted at NPR 160.56 (buy) and NPR 161.26 (sell), and the Swiss Franc (CHF) at NPR 172.41 (buy) and NPR 173.16 (sell). The Canadian Dollar (CAD) trades at NPR 100.42 (buy) and NPR 100.86 (sell), while the Australian Dollar (AUD) is at NPR 90.19 (buy) and NPR 90.59 (sell).

Of the total amount, Rs. 480 million is allocated for commercial banks, Rs. 90 million for development banks, and Rs. 30 million for finance companies. All Government Accounts to Be Frozen for a Week Starting Midnight Tonight, Today is the Final Day for Budget Disbursement As the current fiscal year 2080/81 nears its end, all government accounts will be frozen for a week starting midnight tonight. According to the Financial Procedure and Fiscal Accountability Regulations 2077, accounts operated by the Office of the Comptroller General, provincial accounts offices, and district treasury offices will be closed from tonight, confirmed Sushila Aryal, spokesperson for the Office of the Comptroller General. As per regulations, government accounts must be frozen seven days before the fiscal year ends. Therefore, today marks the final day to disburse any remaining budget obligations created for the current fiscal year. From tonight, the Local Consolidated Fund Management System, Single Treasury Account System, and Computerized Government Accounting System will also be temporarily shut down.
